There were two types of medals issued by the 'Romford Council Schools'. Both were issued from the establishment of the Prize Scheme in 1903. The first type, a bronze medal, was issued for the first three years. The second type, a silver medal, was issued for subsequent years. It is likely that there is a strong similarity to the Rainham issue, for which more examples have been found.
There are many small, cross shaped, medals for 'Romford Council Schools'. As there is no strong evidence that they were awarded for attendance - they have not been included in the table.

Report of Sub-Committee on Prizes.
The Committee recommended that Prizes be given to scholars in provided and non-provided schools for attendance and proficiency, as follows, viz-
For perfect attendance (the only absence excused must be caused by Infectious Disease) medals as under,
First year, Bronze Medal (10d)
Second year, Ditto with one silver bar (1/6)
Third year, Bronze medal with two silver bars (2/0)
Fourth year, Silver medal (9/0)
Afterwards A Silver bar to be added (9/8)
That the prizes be awarded at the end of each school year ending after September 30th 1903. It was resolved that the report be received and adopted. Also that it be recommended by the County Education Committee for approval. approval.

A letter from the managers of the ROMFORD St. Andrews School respecting attendance tickets and prizes was read. The clerk was directed to write sanctioning the tickets. It was resolved that from this year an amount in accordance with the sum granted by the Essex County Council be allotted to the managers of the various schools in the district to expend at their discretion in the purchase either of medal Books or other suitable articles, as prizes.
